In the City itself order continues to be well main-

tained by Ch'en Ching-hua, Commissioner of Police, whose drastic methods and use of delatores, however, have made him many

enemies. A reformatory has been instituted in the old fort

opposite Macao Fort in the Back Reach. It can take in 1,000

prisoners, convicted of less serious offences, and a beginning

has been made in teaching them the use of printing machines,

(obtained from Japan), the manufacture of military boots and

the weaving of cloth. The building is spacious and, when

visited by the writer, appeared to be kept in a clean condition.

It is illustrative of the methods of Ch'en Ching-hua that

thirteen prisoners, who attempted to escape a little time ago

were caught and all of them shot in his presence. The gaols in

the City are at present very congested and the idea is being revived of creating a penal colony on Pratas Island. Lately the

Bureau of Industry attempted to settle 20 colonists on the

island but finding on their arriṛal the corpses of predecessors

in a similar experiment, who had been forgotten during the

Revolution and perished of starvation, the party returned to

Canton without delay.
